Frances E. Cullen obtained her B.A. from the University of Rochester. After ten years working in the arts in Atlanta, she completed her J.D. at the Georgia State University College of Law, where she served as Student Writing Editor. Her background includes working as an Assistant Attorney General in the State Law Department and an Assistant District Attorney in Fulton County, Georgia. She has been in private practice for more than 30 years, focusing on the representation of licensed professionals.
Frances has broad knowledge of medical, dental, and pharmaceutical practices, including appropriate scope of practice and billing issues. During her career, she has represented hundreds of professionals with administrative, civil and criminal issues. In working to ensure the fair treatment of professionals and encourage treatment for those suffering from drug and alcohol issues, Fran was one of the founding members of the committee that implemented the Georgia Physician Health Program (GA PHP) in 2012, which monitors physicians in recovery. She remains active in keeping abreast of the changing mores of substance abuse treatment and licensing board oversight of impaired professionals.
Fran is also a member of numerous professional associations, including previously serving as chairperson of the State Bar of Georgia’s Administrative Law Section and past chairperson of the Lawyer Referral Service of the Atlanta Bar Association. She remains an active member of those associations, as well as the State Bar’s Health Law and Criminal Law Sections, Lawyer’s Club of Atlanta, and the American Association of Nurse Attorneys (TAANA). She also periodically speaks at professional associations for the various professions.
With two grown children, in her free time, Fran tries to spend as much time outdoors as she spends inside doing legal work, believing that there is no problem a day on the river won’t cure.
